Community Based Health Financing Project

CBHF is a non-profit making micro-health insurance concept targeting low income Community Based Health Financing - STIPA Kenyaearners especially from the informal sector.  It is an innovative concept that provides an alternative mechanism for promoting equitable access to affordable quality health care formed on the principles of voluntarism, solidarity, mutual aid and members participate fully in its financing and management.

Since its inception in 2002, the project has evolved through the project phases.  Products have been improved from single/individual cover to household cover which are more attractive and effective.

The project strives to expand its area of coverage and enrollment in a bid to increase the number of beneficiaries.


The objectives of the project are:

  • To improve access to affordable quality health care services.
  • To ensure that quality healthcare services are provided to schemes by health care providers.
  • To improve efficiency in allocation and use of available resources through improving financial management system and utilization of target tools.
  • To enhance equity through narrowing of disparity in health services available to those who have health care and those who do not by scheduling premiums to coincide with seasonal availability of people’s income.


STIPA’s main role in this initiative is facilitation and capacity building to the target communities/groups which are organized.

The strategies of the project are:

  • Mobilization and sensitization of communities on the CBHF concept.
  • Designing pro poor products tailor made to suit different communities.
  • Training of scheme leaders on management and risk monitoring.
  • Linking with health providers for provision of affordable health care.
  • Lobbying and advocacy for CBHF.
